Champion's ascendancy Inspirational does not recover Valour

The Champion ascendancy notable Inspirational does not function properly. Valour is not recovered from picking up Banners or from Banners expiring like it used to. The only way to recover Valour is to run out of the radius. This is insanely impractical for boss fights, especially if the player has Aura AoE increases. This mechanical oversite also applies to the Bannerman notable.

Please fix this. Banners are extremely clunky and deserve hotfixes.
