Bloodscent Cluster Notable Not Generating Rage; Bloodscent: "Gain 2 Rage on Hit with Axes or Swords"

Other sources of rage generation, such as "Kaom's Spirit" or passive tree notables WILL generate rage.
Bloodscent is NOT generating rage. I tested using a Paradoxica (sword) and Flickerstrike / Lightning Strike. Bloodscent is a large cluster jewel notable found for axes and swords. Last bumped on Aug 2, 2024, 12:31:06 AM

I believe this is happening only on foil swords, when I switch to a non-foil sword, it works.
