Missing Suffixes on Flasks - Attack/Cast Speed During Effect

Noticed that these suffix mods for flasks are not available on Settlers. They also seem like they cannot be rolled.
All Cast Speed/Attack speed mods on standard trade shows all tiers of mod at S0. Last bumped on Jul 29, 2024, 11:23:18 AM

There are 3 tiers of those two mods and they are disabled since 3.25
This wasn't mentioned in any patchnotes. This is a major nerf to any legit flask-based build. This wasn't announced in any way at all. Even if the change is intentional - you (ggg) are wrong. You shouldn't nerf everything and everyone just because mageblood exist. Problem: impostor syndrome
