Gladiator Retaliation Ascendancy and Annoint for more Retalliation chance dont stack

Im concerned about the interaction of Measured Retaliation Glad Ascendancy note
and the No Forgiveness Annoint.
The % chance to use retalliation skills again without a cooldown doesnt add up if you have both these note.

Is it supposed to be working like that ?
I thought theyd straight up add up together for 70 %

I feel no difference whatsoever using the annoint.

I even feel the 20% overrides the 50% from my ascendancy making it useless

Ya I'm having the same problem, I'm not sure if it was intended or not.
