defiled forces + oath of spring + curse on hit (mark of submission) not working

doesnt seem to refresh duration of the shock stacks, im running ball lightning + hydrosphere and i cant get above 20-25 stacks. doesnt matter how long the fight takes, i keep losing shock stacks with defiled forces. is this intended?
