Kingsmarch questline stuck, can't advance town!

Anyone else having this issue? I advanced the early stages of town building until it asked me to send out a shipment and receive it when it returns. That quest completed (I've done like 5 shipments) but a new quest doesn't start. My friend says the next quest has you set up a refinery and farm, but I'm stuck. Please help!

I'm experiencing the same issue. I've reached act 6 by now, sent out like 6 shipments or so, and I've still yet to be able to advance the town any further.
The kingsmarch quest simply says "Quest Complete - You have invested in Shipping and begun trading with other ports. Johan has given you a reward."
A friend of mine has unlocked the farm several acts ago already.

Apparently I didn't upgrade the tavern. Not exactly clear that this is missing.
