add a cluster jewel mod thta lets you take appropriate mastery

so ie if you use a wand cluster jewel have a mod that lets you select a wand mastery (at the usual one point cost). For most cluster jewels its clear which mastery pool you'd select from, no tsure how to handle the other cases. It'd be nice to be able to access the masteries this way, and having it take a mod slot seems like a fair cost.

It is an interesting idea. Only thing I would say against this is that it defeats the purpose of why masteries exist in the first place.

They were released to entice you to take full wheels in the passive tree. That was literally their only purpose. If it wasn't, they could have just made all those masteries new notable nodes instead. Taking that away so soon after they were introduced seems a little counterproductive.
