FAQ: Rage effect scaling

Does rage effect scale all "per x rage" effects? or only ones that specifically use the wording "rage also grants"? The patch notes specify:

"

Rage effect applies to the damage inherently granted by Rage, and other bonuses granted per X Rage if you have any. Bonuses while you have a certain amount of Rage, or other effects that refer to your Rage but do not cause Rage to grant additional stats, are not affected.

This is helpful, but the wording still uses the word 'grant' and as such there are two interpretations that seem possible to me:

1. Literal definition of the word grant, which translates the sentence in question into "all bonuses that you get per x rage"
2. poe definition of the word grant, which translates into "bonuses that specify that they grant an effect per x rage"

Option 2 will limit rage effect to affecting things like the Vengeance notable (grants 1% armour per rage) or Crave the Slaughter Berserker ascendancy (grants 1% attack speed per rage)

Option 1 will include other effect such as the rage mastery "1% movement speed per 5 rage" or cleave of rage's radius per 5 rage bonus.
