Hoarfrost + ailment avoidance map mod

If the hit passes the freeze threshold check, but the target avoids being frozen by means of the above-mentioned map mod, are hoarfrost stacks removed from the target?

Per the patch notes it only drops if you successfully freeze. It's other sources indicating freeze duration. Unless there is a reddit page out there or Mark said otherwise in one of his interviews, I would go with what GGG said. For any cold based build I don't see this as an issue anyways.
