and can you craft on them after combining? Just curious for some theorycrafting on gear for 3.25

Yes, you can craft on them after recombining (unless the base item is corrupted).
No, quadruple influence is not possible. Recombination chooses one base item and its properties like quality, enchants, influence or influence-like(fractured) state. It does not combine those properties, only explicits. They also mentioned it being in a nerfed state. We do not know what that means. It could mean that certain item inputs are simply not allowed like corrupted items or that recombination-specific modifiers from Sentinal league cannot appear or, and this is what most people did during Sentinal, multi-fractured items aren't an outcome anymore.
