Some movement active skills should be supports.

For the sake of flexibility and to help melee builds just a little, I think it would be helpful if some of the movement skill were reworked into support gems that apply certain bonuses (and penalties if fitting for balance) while allowing other skills to take advantage of their movements.

Cyclone could support an attack, reducing damage, increasing attack speed, applying the attack in a radius, and allowing movement through enemies.

Leap Slam could support AoE strikes with an increase to radius or area damage and making you leap.

Flicker Strike could support melee attacks, teleporting you and increasing crit chance, similar to the way ambush currently works, but as a support gem.

Flame Dash could teleport you leaving elemental damage trails and doing the actual attack at the end of the dash.

There are a few others too. There is a lot of potential in making these able to support other skills instead of being their own attacks.

I'd go a bit further than this.

ALL strike skills should inherently have a flicker-like movement aspect baked into them.

ALL slam skills should inherently have a leap-like movement aspect.

etc.

It shouldn't be a choice you have to make, it should be a basic part of the skill (like it is in PoE 2).
