First of all, you'll need the sound files for the sounds you want to use. Even though it sounds like a TTS in the video, it's using short pre-recorded clips.
Once the sound files have been prepared, they belong in your Item Filter directory. There's a button to open that directory by the Item Filter option in-game, but you can manually navigate to it; the default location for Windows is "My Documents/My Games/Path of Exile". Secondly, you'll need to work those files into your Loot Filter. The action to look up in the documentation is "CustomAlertSound". |

If using FilterBlade, go to the item you want and click on the "Snd" button. You can then select "Game & Community Sounds" instead of "Normal." If you select "Custom" then you can upload your own file.

That's a bit out of my wheelhouse, I'm hardly indulge in audio stuff.
A quick google search for TTS brought up several websites that should work for making the files. Looking at the top result, it looks like it's free to use for non-commercial purposes (though double check any licenses yourself if you're going to share the files you make). |
