Infernal blade/ Fire burst interaction

By using an essence of hysteria on an infernal blade you create an infernal blade that has Trigger level 20 fire burst on hit

What seems improper is that regardless of sockets fire burst is instantly disabled and reads so when you pull it up in the character tab.

I understand that two trigger conditions cannot apply to one spell as a rule, attempting to do so disables the spell.

But why is fire burst attempting to be supported by the "trigger level 30 flame dash when you use a socketed skill" Fire burst is not and cannot be socketed.

Also according to everything I've tested and seen triggered spells are not cast or used. Specifically.

It seems that there is notable significance in the difference between a skill granted by an item's text and a skill granted by a socket within that item, such as empower and other such supports that refer to supporting socketed gems NOT supporting things like level 20 fire burst or even the very skill this item provides level 30 flame dash.

I just want to understand. Thanks in advance for any clarification

They are often on the forum so might be able to explain it if you have more question. I don't really know how it works. I've used the weapon but never the essence, it seems like they don't go together.
