[2.020.696.301] Cannot refund passive skill notable "Soul of Steel"

I cannot refund the Soul of Steel passive cluster, starting with Soul of Steel. I can just fine the Heart of the Warrior cluster which fulfills the same conditions (terminal node without any other dependencies).

Character: BurningHeartOfFire

I have tried removing all jewels from the tree, restarting the game, removing all equipment. No change, Soul of Steel won't budge. I also do not have Soul of Steel anointed (I have Charisma as anointment). I also cannot respec the cluster starting with a small passive node.

From the image you've linked I'm guessing you need to remove the Armour Mastery where you've allocated Soul of Steel first.

Your character profile page is private so we are unable to see your characters or import them with path of building.

True, that was it. I had not remembered that I had allocated that mastery, and I am not yet "back in the game" enough to immediately recognize the visual cue of the shiny center.
