Mark on hit / Assassin's mark not working

I have a mark on hit / assassin's mark setup and it will not trigger no matter what I use to hit them. I am using Vaal Reave as a main skill, but I also cannot get it to trigger off of leap slam either. I have enough mana to cast it (I swapped in a lvl 1 which uses 11 mana and I have 23 mana). Is this a bug?

Marks are also spells. Assassin's Mark is linked to Mark on Hit, and Battlemage's Cry, both of which want to trigger it. Skills linked to multiple triggers cannot be activated.
