Splitting Ghastly eye abyss jewels results in two rare jewels rather than two magic jewels

Expected behaviour:
- Splitting a 4-mod base with the fenumal arachnid beast craft should yield 2 2-mod magic items

Actual Behaviour:
- Splitting a 4-mod base with the fenumal arachnid beast craft creates 2 2-mod rare items instead

Reproduction:
- take a 4-mod ghastly eye jewel and split it with the fenumal arachnid beast craft

this isn't a bug.

it RNG'd into both prefix's being on one, and both suffix's being on another

magic items cannot have 2 suffix or 2 prefix's so it stayed rare.

if it had split 1 prefix/1 suffix it would have turned magic.
