Shrine of Empowerment / Sanctum of Unity does not upgrade any adjacent room?

Killing the architect of a shrine of empowerment or sanctum of unity supposedly upgrades a connected and adjacent room by one tier, or even two rooms.
I have never seen this happen, ever.
Am I missing something, or is this an obvious bug?
I do have "contested development" specced on the atlas tree, if this plays any sort of bughunting role.

A room upgrades when you kill an architect from another room (non-resident). Upgrading connected and adjacent rooms occurs when you start a temple or take chronicles.

Are you saying that I will not see the room upgrade when I exit the incursion and speak to alva again, but I *should* see the upgrade applied when the entire set of incursions are finished and I take the temple map item -- then the upgrade will be applied?
