Forbidden Tome -need way to increase drop rate

Every league mechanic pretty much targeted by atlas passives except sanctum.
Need some way to increase the drop rate which has become abysmal this league.
After nonstop play since launch, I just dropped my first one. I know people that still haven't dropped one. Not sure what the thinking is here since that is meant to be a roguelike where you go again and again and get stronger each time... but probably will only get one shot the entire league on an ssf character?

What gives?

1. Game is not balanced around SSF.

2. Sanctum is an absolute money printer league if you understand how to farm it. After its return back in TotA league, GGG decided to nerf the drop rates of the tomes rather than make it less rewarding. What you're asking for would result in the trade market becoming flooded with divines, assuming GGG didn't run the rewards into the ground.

3. Tomes get a lot cheaper over the course of the league. Ilvl 83 tomes are already going for 25-30c which is nothing compared to what you can pull out of them.
PoE players: Our game has a wide diversity of builds.

Also PoE players: The [league mechanic] doesn't need to be nerfed, you just need to play a [current meta] build!

You play Ruthless and complain about drop rates? Really?
