Betrayal longer since?!

I've been farming Betrayal since the start of the season, I was able to drop some Veiled Orb thanks to relatively quick access to Catarina, and that thanks to the Intelligence Scarab. but since the upgrade drop rate of the veiled orb that GGG did, I find the increase in intelligence much longer than before!



So either I had strange luck with the bandits' procs and their intelligence bonuses, or did they hit something? If this is the case, what is the point of making the veiled orb less rare, but much longer to obtain xD
