Pinpoint + Fireball does not add any damage with intensity

Convoking Wand with 3 socketed gems :
- fireball
- combustion support
- pinpoint support (level 3 from Siosa in library)

There is the -24% less damage
But no +20% per intensity.


I tested and i am pretty sure pinpoint does not add damage.

I saw some answer saying to not rely on the tool tip (!), but
- the tooltip shows correct increase in damage with charges or rage, so it is possible to get it for pinpoint
- i am rather sure the tooltip was correct with a previous character.
- how to choose if the tooltip (or C tab) does not display things ?
