Summon Holy Relic of Conviction questions

Hi,
something I don't really understand between level 20 q20% vs level 21 q20% for Summon Holy Relic of Conviction gem, as the level depends on it's movement speed only? Heard that there is a breakpoint for this gem's spell cooldown recovery. Is there something I've missed out, kindly enlighten me. Thanks appreciated!

hey sorry if this reply is late, the higher level of the holy relic of conviction the more movement speed health and base physical damage it has
you can see these changes in health and damage in path of building,
as for the cooldown breakpoints it looks something like this,
2%, 14%, 30%, 52%, 82%, 128%,
