Vendor recipes no longer work on fractured weapons with crucible trees to remove the fractured mod

Is this change intentional? It wasn't in the patch notes, so I'd like to believe it wasn't intentional (even though it likely was). If so, you have effectively killed high-end crafting on crucible bases, and will likely have pissed off a ton of people, many of whom probably think that the old vendor recipes work. THEY DON'T. I bought a prophecy wand today with fractured +44 int thinking I could use the chain belt + blacksmith's whetstone vendor recipe to remove the fracture and then allow me to chance/scour it a million times to make a void battery. It didn't work. Now my ONLY option is to brick it to a random rare and use a tainted mythic orb for a 1.390% chance of success...it's quite frankly ridiculous that something this impactful wasn't announced in the patch notes.

Sorry I should have been more clear. I meant fractured weapons (rings cannot have crucible trees). I will edit the post title.

From what I read some time ago Essences remove fractured mods. Never tested IT myself. Does that also not/no longer Work?
Essences don't work either :( I've been trying so hard to figure out their rationale for this change and I've come up short every single time. All it does is screw over standard players. It has essentially zero effect on league players.

Quick test shows me that it's working for fractured weapons as well.

Seems like the issue would then be for weapons with Crucible trees, in which case...the issue might be the Crucible tree. It was never a secret that they disabled vendor recipes for at least some Crucible tree weapons, though I don't know what the minimum requirements for the vendor recipes being disabled is.
That's so odd, because up until this league the vendor recipes were working perfectly fine for weapons with crucible trees. Thank you for testing it though!

Looking through some posts in the Bug Reports forum, it seems that weapons with a Crucible node granting +% quality aren't working with vendor recipes. I'm not quite sure about the logic behind it, but there are some mentions of it even after the league ended.

Did one of the nodes on your weapon increase quality?
