Graveyard crafting can result in item with no sockets

I crafted a pair of boots in Ruthless, did use the "reforge socket numbers 200 times, keeping the greatest value", maybe that determined no sockets was more rare than 4 sockets. The resulted craft had no sockets and I cannot add sockets to the boots.
