Quality increasing to 20 via GCP + level 20 Gem recipe

Issue with some skills not being able to increase the quality to max with the recipe.
Level 20 gem + GCP + Vendor, should = level 1 Gem, 20% Quality.
So far, Galvanic Field, Flame dash, Punishment and Purity of Elements aren't working with this recipe, unsure about anything else as of now.

This happened last league (Affliction):

"The vendor recipe for turning a Level 20 Gem into a 20% Quality Level 1 version of that Gem no longer works with Skill Gems, as the benefit Quality provides to damage dealing Skills is now more powerful. The vendor recipe can now only be used with non-Awakened Support Gems."
