Trickster One Step Ahead vs T17 "% reduced action speed per skill used" mod

Is this intentional that the trickster node "action speed cannot be reduced below 108%" does not prevent your action speed from being reduced by the T17 mod? Wasted some money and regrets to spec into it to try my T17 map only to get destroyed.
