Allflame Ember of Syndicate Assassins did not spawn

Atlas tree using Back to Basics - all of the other Allflames have been working, including Sulphite (master related) - my guess is that it's related to Jun joining the map for syndicate encounters, where Sulphite packs just drop currencies.
