Why does my mark not work?

Can someone with an in-depth game mechanic understanding look at my character Edgy_Eddie (96 Juggernaut) and identify why the following occurs for me:

1) the 20 20% Warlord Mark skill only works when I cast it myself (unlinked from support gems)

2) but does not work on Rare/Unique when it's linked with Mark on Hit Support (current equipped in gloves) - I am using Boneshatter of Complx Trauma to hit



3) also did not work when it was linked with Cast When Damage Taken (was previously eqipped in helm) - the other skills like Berserk or Immortal Call work with CWDT


I can't seem to figure that out myself.
Kindly help. It's driving me nuts.

OK, that might be it!

I actually observed that *sometimes* it does trigger on hit.

My unreserved mana is 77.
Skill cost is 33.
Support multiplier is 200%.
Does this mean it will trigger ONLY IF I have at least 66 unreserved mana available at the time of hitting (aka successfully marking), but every other time (when I have less than 66 mana) it will fail to apply the marki?

That also explains why it never triggerred with CWDT - that one has 250% multiplier, so I'd need 83 mana to cast it, which is mor ethan my 77 therefore never occurs.
