Settings Keep Reseting to Default

Every time I launch the game, My settings keep resetting. That's it pretty much.
All of my settings, music, map, UI, key binds, they all reset. It makes me really not want to play.
Additionally when trying to apply a filter with FilterBlade, I cant sync the filter with my account. It constantly displays an error saying File cannot be found.
For additonal context, I have already reinstalled the game, checked integrity of files, deleted cached files and removed all of my past config settings.
Please do help somehow.

Is Production_Config.ini set to "Read-only"? Maybe you're using OneDrive?

Just checked the file. It's Fine. Also Documents folder is not in One Drive.
