Accuracy Stacking and PoB question

Im playing an Accuracy stacker character do the masteries that give more accuracy against unique enemies/close range/ marked enemy work when calculating damage? PoB doesnt increase my damage output when i allocate them

" What do you mean? Thats my pob if i was 100 but i have 2 of the masteries already allocated on my character you can check my profile.
