Random ping spikes in hideout and maps

Hey there, sorry to be a bother, I normally try to troubleshoot my own issues but I've run into a bit of a head scratcher for this league.

I moved to a new apartment complex recently, and I hadn't played PoE since moving, so it's possible that the issue is with the internet here at the complex. However, there's some confusing behavior that made me want to inquire further.

For most of the morning and afternoon, I can play fine, with between 26-32 ping and no issues. However I've noticed that in the evenings, I start to have some pretty severe ping spikes - but they aren't consistent. It seems random, I don't consider myself an expert, especially in networking, but I worked at a help desk for 3+ years so I have at least somewhat of an idea of troubleshooting / diagnosing issues such as this, but the behavior is very bizarre.

Occasionally in hideout my ping will spike up and down like crazy, but if I enter a map, I'm back to 26ms, perfectly smooth for the whole map. Other times, I'll sit in my hideout and notice that I'm down to 32ms, and so I'll enter a map, and then my ping will start spiking immediately. My most recent map was a Synthesis map, and it was like, 3x worse than any other map has been so far. My most recent Maven fight was also really laggy, but not as bad as the synthesis map.

Anyways, the synthesis map was so bad that I decided it was time to do something about it. I went and sat in my hideout as it was lagging and attempted some steps.

After my trace, I immediately opened another map and I was sitting at 24MS completely steady.

Sorry if the train of thought here isn't very easy to follow but essentially, the fact that it can be completely fine at some times of the day and in some maps makes me lean towards it not being exclusively a problem with my internet. After the most recent trace, I am back in my hideout and sitting completely steady at 34 ping. I may get the terminology wrong here due to my relative ignorance, but it almost seems as if some of the servers that I can be assigned to while playing will be really laggy, while others will end up being really quite fine. I wonder if it has to do with some kind of reassignment of load during peak hours but honestly I'm out of my depth here.

I understand that there may not be anything you can do for me, but maybe there's someone who can look at these logs and make some sense of them to help. Maybe the problem somehow lies with the ISP and there's nothing to be done, which I guess is what it is, but it sure is weird how one map will be completely smooth 100% of the time and the literal very next map will be unplayably laggy the entirety of the map.
