Automation with Withering Step and Flame Dash leads to FD not gaining charges

Setup and replication:
0) Have Flame Dash socketed, unlinked; and have Withering Step socketed and linked to automation.
1) Activate Automation
2) While the buff for Withering Step is active, un-socket Withering Step. This turns off Automation and removes the buff from Withering Step

Resulting behavior:
Flame Dash will no longer gain charges. Existing charges can be used, but none will be gained.(note the Flame Dash ability on the hotbar with permenant 0 charges.)

Expected behavior:
Flame Dash should regain charges as soon as the Withering Step Gem is un-socketed

Either way it's (I assume) unintended behavior. CONJECTURE INCOMING: I figure it has to do with the flag for "does not recover" not being removed if the thing that set that flag is no longer there, but that's literally a guess as I don't work for them lmao.

Wonky but it makes sense. you cant normally recover flame dash charges while withering step is active. There probably isn't a check besides changing zones or logging out for flame dash. The same issue does not happen with similar skills like Frost Blink.
