Call to Arms - Enduring Cry - Not Generating Endurance Charges

Im using Enduring Cry within my Call to Arms setup and it doesn't generate my endurance charges. If I disable call to arms and use the enduring cry by itself I get 2 endurance charges because I have the warcry special of at least 10 power.
