Crashing on loading.

I have been running into an issue where the game crashes on launching, or load screens, if I can manage to get logged in. I have brrowsed the forums and founds ohters with issues similar, and tried many different troubleshooting solutions, but I have hit a wall. So far I have:
Updated Windows
Updated graphics drivers
Deleted all traces of PoE and reinstalled
Tried all 3 renderers (DX11, DX12, Vulkan)
Tried various in game graphics settings
Disabled Onboard Audio
Running PoE as Administrator
Running PoE in comaptibility mode for Windows 8
Copying a clean version of the faulting module from another computer (KERNELBASE.dll)


None of this has worked for me. Here is what the event log is showing:

I do not run into issues with any other the other games I play (WoW, LoL, World of Tanks, Last Epoch.) I am trying to get this fixed before the next season, willing to try out anything.

Turn off compatibility mode. You don't need it, it doesn't do anything good.

Yea, I tried it w/ compatibility mode, it did nothing so I turned it off already. Still looking for any other advice.
