Latency issue in certain zones

The issue can occur after entering a new zone/map, it's noticably an issue tied to certain areas and/or it's content as the latency starts spiking when you enter the area, and doesn't stop spiking until you leave the area
 There has been posts regarding the subject ever since 2016, perhaps even earlier. How come such an old problem persists? I'm curious, how does it occur?
