VPN shared IPs question

In my university the ISP is blocking ports which prevent me to connect to POE (and other games for that matters). I successfully managed to play poe using surfshark vpn (advertised by kripp btw, thanks to him !). However a friend of mine warned me about using a non unique IP regarding bans.

Is it still a thing ? The dedicated personnal IP thingy is an additional 4ish dollar a month which is non negligible for my finances, so i'd like to be either reassured or warned before I make the leap and get it.
