What kind of PC does one need to play comfortably and reliably?

By comfortably I mean for the game to run pretty smoothly.
Basically alway floating around 60 fps.
As soon as there's too much going on, things like get choppy and freeze up.
The game itself freezes and won't recover. All I can do at that point is close the program as "Wait for program to respond" does nothing.

Doesn't matter what skills are used as it's not based on character. Also, I have ruled out the PC. It's by gameplay mechanics and monster density. It's happened in Untainted Paradise and also juice maps.

I feel like I shouldn't have any issues. Other games run great.

Computer specs: i7-14700k, 4070 Ti Super, 64GB G.Skill Trident Z5 6400mhz.
Game Settings:

Your PC specs are better than mine (I have an i5, RTX2070 and 16GB RAM), and for the most part I am not having these issues.

However, I do have Dynamic Culling and Dynamic Resolution set to Enabled.
