The Covenant and Chaos Inoculation

Hello.

I was trying a new build and needed ci for it, my best body armor is the covenant but having it equipped and with ci allocated in the passive tree prevents me from casting any attack skills.

is this an intended game mechanics or a bug?

You can't use the covenant with CI, considering you only have 1 life and cannot pay the life cost for your skills

"Skills gain a Base Life Cost equal to 100% of Base Mana Cost"
