Assassin's Mark + Mark on Hit

I don't think it's proccing I'm barely getting any power charges.

I don't have pob but mark on hit only affects rare mobs, and you have to kill it to get the charge. Unless you meet hordes of rare (not magic) mobs every few seconds, you aren't supposed to be swimming in power charges.

According to the PoB, you do have enough mana to proc it but I can't say for sure because I didn't look too deeply into your mana leech situation.
Assassin's Mark is not going to be a reliable way to get power charges as Echo mentioned: you simply don't kill rare enemies that often unless you are specced into heavy rare content and manage to kill the monsters within a close time frame. It's only set at 100% chance because of how unlikely it is for that to be your generator. But just make sure that your mana regen is keeping up with the assassin's mark cost (and enduring cry, battlemage's cry and molten shell). These are all pretty taxing mana spenders and while you DO have the -14 from your rings I just can't be sure that's enough. PS: I don't think you need lifetap on your leap slam....your mana rings cover the whole cost. I might actually link lifetap with your mark setup to be SURE that it's proccing as much as possible (since that is your greatest mana cost skill).
