CPU Stutter / Lag / 100% CPU Utilization when loading anything

I recently upgraded my PC to the specs below, and POE has become unplayable since the upgrade. My previous hardware (Ryzen 7 3700X and a 2060 super) were running the game much smoother - although there were lots of crashes this league, hence the upgrade.

The game has become unplayable since the upgrade in hardware. I've tried every "fix" that has been posted on the forums (power profiles set below 100%, clearing the shader cache, deleting and reinstalling POE, drivers, bios, and even uninstalling and reinstalling the hardware). Nothing works!!!!!

Sitting in my hideout doing nothing and the game runs perfectly smooth, but the second I move, or even open my stash, I get a massive usage spike, lag stuttering making it impossible to play. I've turned all in-game setting to the lowest utilization possible.

This is a unique to POE problem as I have run multiple other games through the stream client and they all run perfectly smooth at 120 FPS.

Please help as I am our of ideas and patience with POE. I don't want to quit, but if this cannot be fixed, I will be forced to abandon the game.

Current PC specs:
CPU: Ryzen 7 5800x3d
GPU: AMD Radeon 6750xt
MB: Asus TUF Gaming x570 plus wifi (latest bios installed)
Memory: GSkill f4 3600c 16 x2 (32 total)
2TB Samsung EVO SSD
Windows 10

I've been having the same problem, for months now. The 100%usage CPU, big lag and freezes.

Posted the issue on this forum and i've never got any answer from GGG.

I've tried every possible fix out here, even the hopeless ones and it never got better.

I don't know what to do neither, the game is awesome but feels so shit to play in this conditions

Got rig slightly worse but same problem here, 30 fps in maps, in logbooks 45-50 fps because i think there not many monsters, Also only in Poe i have such problem, other games like Cyberpunk go well with raytrace and DLSS i got 70-80 fps, but here i got 30, unique poe problem, also in league start i got no problem, that was after i think 20 december it starts, maybe that was patch i dont know..
