How to get %chaos resistance during any flask effect mod on belt

Hello. Very very new to game.
As title suggests im wondering on how to get the %chaos resistance during any flask effect mod onto a rare belt.
Ive scoured the net and mostly i dont understand if its a drop or can be crafted. Please could you explain it to me like im a 9 year old.
Im just getting into red maps and im playing NM due to being very late in the season with many many old league mechanics im still learning

In this case it is elder influence mod with ilvl requirement of 75, ilvl is different than lvl required to wear the item.

From what i researched after following your advice is that it can only drop in maps influenced by the elder scarabs or from the elder and cannot be crafted and can also be rerolled with the horti crafter to change the belt from a different influence to elder but that is expensive for my current gameplay and can take a lot of tries.
