Banners dont work on my build, I dont know why

Please help me figure out why I'm not getting banner stages on kills.

Yes, I have a charm that makes banners have no mana reservation.
The banner is active, I have the banner buff, but I'm not collecting stages on kills.

Your Berserker does not have such a charm.

Dread Banner gains charges each time you impale an enemy. I would replace Void Manip with Impale Support if you want it to work better.

Isnt dread banner only on impale?

Yes.

It says "You and nearby allies have 20% chance to impale enemies on hit with attacks, you and nearby allies have 14% increased impale effect."

I have the 20% chance on hit in my offense tab, at the very bottom, so I am receiving that buff, but I'm not actually impaling enemies, and I'm not receiving stages.

you can't impale because you can't deal physical damage, replica alberons warpath disables all non-chaos damage.
