Game laging alot in maps , 100% cpu usage on an I5 8600k

hi!
some patches ago i could play PoE with 60fps , no issues even on highly juiced maps.

Nowadays... its unplayable if i open an strongbox without clearing all other monster before i open it.

I got an I5 8600k , which is a pretty solid CPU which handles all games on WQHD on ultra and 60fps. But anyways my task manager shows 100% cpu usage from all cores. Multi cores are enabled in PoE.

CPU load in my hideout is like 30%.

Any ideas? Didnt changed anything on my PC setup.

https://www.microsoft.com/software-download/windows11
Download Windows 11
(Current release: Windows 11 2023 Update l Version 23H2)
Oct 31, 2023

Windows 10/11 had a lot of buggy windows updates, and
also a lot of extra Applications Services like for example
Xbox gamebar 1.0
which are/is no longer supported/operational, discontinued.

These extra things, run in the background causing extra stress on the cpu.
So instead of POE showing 18% it will show 32%
just while sitting in your hideout.
( not to mention everything else that should be 1% each now running at 3% each )

Microsoft , has very recently launched, windows 23H2.
This comes packaged with up to date drivers
Removes all of the Discontinued microsoft/windows features.
Removes Microsoft Teams and other Remote ( work from home features ) that you won't ever probably need. ( which you could manually install if you do )

Should only take you 1 hour to backup your web-browser bookmarks & passwords ect. download/install windows 11
2 hours download nvidia software + games, cleanup old files
1 hour to restore your bookmarks/passwords ect

so in just 5 hours it would almost be like having a newer than new PC...
Flying through POE, feeling like a million bucks :D

Edit:

you could do a jitter test as well.
If your connection does not say good or Excellent.
I would recommend in getting new cables indoor & outdoor, and putting extra rubber feet on the bottom of your modem & router to reduce heat.

Bad internet connection/desync could perhaps increase CPU % as well.
