Need ways for perma max Frenzy Charges

Due to my gloves max Frenzy Charges give me insta +50% DPS.
Only Frenzy generation i have is 25% chance to gain a Frenzy Charge when you Block. (And 8% on kill which is useless against Bosses.) The 2 ideas i have are either - a Ring with +1 minimum Frenzy Charge (which reduces the benefit by 20% by switching my acutal ring) or - Way of the Poacher Combo (reduces benefit by 16% by replacing 2 jewels). Ralakesh's Impatience Boots will max all 3 charges at all times, very nice Unique.

Unfortunatly this produces Problems with my Attribute requirements and Chaos res. Solvable, but painfull. Im bad at math.
