I am having huge lag problems this league - EU servers maybe?

This league is being one of the worst leagues in terms of lag. Everytime i enter a map i have to wait several seconds for load to happen. Most of the times, when i go down into the forest, the floor is not loaded and i have to wait 2 seconds for it to get loaded correctly. Luckily, i have no crashes, only long waiting loading screens and inmap loading being slow. I have every setting on low with a 1070 + i5-7600k. I read several times EU servers are been slow in this forum and on Reddit so i want to check if the problem is my PC, my internet or EU servers. I run "WinMTR" following the "MTR and CONNECIVITY USSUE PRIMER post (https://www.pathofexile.com/forum/view-thread/1377789) and this is my results: https://pastebin.com/8Vi15GhM I noticed two packs that have no response from host and one of them having 40% packs lost. " The only thing that jumps out here is the 400+ ms lag spikes you are getting starting at the router, you should turn off your router and leave it for 5 minutes before powering it on and trying to play again (maybe run the WinMTR while you do) If the problem persists after the power cycle and the WinMTR is showing it starting at the same place then you would need to call your ISP, and try to provide them with the test result.
