[Invalid] - Charm effect "Every 4 seconds, Regenerate 20% of Life Over One Second" does not work.

Edit - I was using Petrified Blood :P

The effect "Every 4 seconds regenerate 20% of life over one second" which can be found on the That Which Was Taken unique jewel as well as Charms, does nothing.

Pictured in the screenshot, my life is not full (I activated blood rage to lower it a bit). I've been sitting here for 10-15 seconds without Blood Rage active and I have no other source of life regen. The charm effect has never activated.
