Gaining Gale Force Appears to Reduce Ailment Avoidance by 5%

I noticed, while, mapping the other night, that my character, who is achieving 100% ailment avoidance using Ancestral Vision, was getting intermittently frozen. I thought this might be due to a spell suppression modifier on my map, but it happened again on a map without a suppression modifier.

Later, I reconfirmed this in my hideout. My ailment avoidance drops by 5% when I attack. After some time, the value returns to its original, capped, value. At first I thought this was happening when I had inspiration charges, but it appears to actually be happening when I gain any number of stacks of Gale Force from the Gathering Winds ascendancy. This doesn't accumulate with multiple stacks. I've got some gear changes that I'm waiting to implement because doing so will result in my losing my capped ailment avoidance.

I don't have a screenshot handy for this, but my report reference number is 2125121496. I currently have 105% ailment avoidance, so that after firing a bow shot I still stay capped. Perhaps I'm just missing something, somewhere, in my build where this is intended, but it doesn't feel like this should be happening.
