Killing Blow Tincture Effects not working on DOT Build

What is the point of the Poisonberry Tincture if all the "On killing blow" tincture effects do not trigger for DOT damage?

I decided to roll a poison Tornado Shot build after dropping a nice headhunter Poisonberry Tincture on another character. Got to the level to use it and realized after a while that I never got any of the rare's mods. Looking online, it seems this issue is because Killing Blow effects do not work with DOT kills.

So returning to the original question; why design a tincture that a decent subset of its modifiers just won't work? There is no way that this was the intended interaction. Either the on kill mods should be removed from the pool, or killing blows should be enabled with DOT damage.

This is why its not working utilizing dots and this is intended.
If you had culling strike and could guarantee to cull rare mobs, it would work just fine.

I understand that it does not work because DOTs do not achieve killing blows, hence me referencing killing blows multiple times in my post..

My point is more so that they either did not think about this interaction during development, or its just poorly designed.

Poisonberry Tincture = DOT | DOT =/= Killing Blow

Some of the strongest tincture mechanics are triggered through killing blow mechanics, so what is the point of a DOT tincture?

Opportunity costs?

You can easily solve that with either a culling strike charm or a manaforged rain of arrow culling strike setup.

Its not that hard to trigger but you you dont get it for free.
I dont think thats an oversight or mistake.
You're already incurring multiple opportunity costs (losing a flask and not being a Primalist) to try and use the tincture before even getting to changing your gem setup.

It's just one of the weird design choices that guarantees that the majority of the player base will continue playing Primalist instead of the other two affliction ascendancies.
