Galvanic Field of Intensity - Needs its own scaling

So Galvanic Field of Intensity is nice in that its more damage out the gate, however if the shock that would be applied is 35% or greater then normal Galvanic Field will outperform this transfigured copy every time in single target damage, and would never be better in its clear and coverage due to no aoe scaling / slower hit rate.

Would recommend adding some form of scaling to it such as increasing the damage it would deal to a target every subsequent time it hits a target, thus scaling "intensity".

This skill really only shows itself as good if you don't actually care about the shock potency you apply, ironically if you had minimal shocking power with lightning damage despite using it. Or a boss if you can't apply a shock greater than 34% but that would be a weird gem swap.

This is purely for a hit based build. The shock modifier only buffs hits, meaning yes, a hit based Galvanic Field build would be better than it's alternative. However, an ignite or poison build would prefer the high base damage, which is where this would shine.
