Omniphobia spawns in maps despite having Endless Tide

Omniphobia spawns in maps despite having Endless Tide allocated on the Atlas Passives

Edit: This did not stop Beyond demons spawning, so possibly Omniphobia spawned through some other mechanic?

Also note: used Beyond on the map device, but the map itself didn't have Beyond, and also didn't have Beyond on a Voidstone.
