Flameblast of Celerity gaining 2 stages of 3 at max while self-casting

Bug report reference number: 542 976 731.

Flameblast of Celerity says it could have 3 stages and each stage gaining more damage and radius. Practically it have 2 stages at max only.

You should only see it reach 2 stages, because at 3 stages it automatically explodes instead of waiting for you to finish channeling.

It might be easier to see how it's behaving, and the difference between manually releasing at 2 stages vs automatically releasing at 3 stages, in a safe area with slower cast speed.
